Performance Evaluation Of Colleges And Universities' Asset Management And Empirical Study

Colleges and Universities play an extremely important role as an important base of personnel training and scientific research for socio-economic development in China. With the colleges and universities'enrollment number and school expansion, the ever-increasing investment in education, the total assets of colleges and universities are increasing, therefore, how to strengthen and improve the colleges and universities' asset management has become a social issue of general concern, and also an urgently important issue need to be addressed for the development of colleges and universities. To carry out the research of colleges and universities'asset management has great theoretical significance.Colleges and universities'asset management performance evaluation carries analyze and judge through the performance of asset management, realizes an objective, impartial and realistic evaluation of results and performance of the operations, in order to establish a scientific and effective incentive mechanism, thereby promotes the advance of the performance level of colleges and universities' asset management. Due to the complexity of objective things and the ambiguity of the human mind, this paper proposes to use the fuzzy multi-attribute decision-making method based on expectations to evaluate the colleges and universities'asset management performance, and sort to compare and evaluate in order to achieve the purpose of scientific evaluating, reflecting impersonality and just sorting. The main research contents are as follows:First of all, the paper starts with the research status quo of colleges and universities'asset management performance evaluation at home and abroad, analyzes its development trends, characteristics and inadequacies, gives the paper's major research content and structure. Analyzes the value orientation based on interpreting the meaning of colleges and universities'asset management. Introduces the basic status of colleges and universities'asset management performance evaluation, and proposes the feasibility and approaches to solve problems based on noting existed main problems and analyzing reasons.Secondly, builds the colleges and universities'asset management performance evaluation index system. Constructs a suitable index system for colleges and universities'asset management performance evaluation through the introduction of principles, approaches and ideas to construct the colleges and universities'asset management performance evaluation index system. Analyzes factors included in the evaluation index system according to principles and ideas of colleges and universities' asset management performance evaluation, establish a unified, relatively comparable colleges and universities'asset management performance evaluation system, and explains the optimization of index system briefly.Finally, conducts empirical research according to this paper's colleges and universities'asset management performance evaluation system. Brings forward adopting fuzzy multi-attribute decision-making method approach to empirical research, expounds the algorithm thinking and its implementation steps detailed in the paper through the combing of past performance evaluation methods. This chapter takes four asset management selected randomly of Hunan Province's colleges and universities as research object for empirical analysis. Through the development of the questionnaire, in-depth investigation to obtain accurate data, processes data scientifically, applies quantitative analysis method--fuzzy multi-attribute decision-making method to carry out colleges and universities' performance evaluation aims at colleges and universities'asset management performance evaluation system established by this paper. According to survey results, puts forward the corresponding countermeasures and suggestions and improvement measures.
