Research On Strategy Of Enhancing Talent Competitiveness Of Qingdao City

Talent is an important index measuring comprehensive strength of a country or a region.The strength level of talent competitiveness affects national or regional competitiveness.In the background of the construction of Blue Economic Zone of Shandong Peninsula being the national strategy and Qingdao "talent strong city" strategy,Qingdao city has been the leading city of the Blue Economic Zone,which makes it imperative to enhance talent competitiveness.It is the research topic of the paper that how to put forward a set of scientific and practical countermeasures,according with the actual situation of Qingdao to enhance the talent competitiveness.Based on studying the basic theory of urban talent competitiveness,the paper accesses to a large number of related literature domestic and abroad,and analyzes its research situation for reference.Firstly,the paper defines the relevant concept and connotation of talent and talent competitiveness,determines competitiveness index system and evaluation model of urban talent competition on the basis of talent competition and urban competitiveness theory.Then analyzes the current situation of talent resource in Qingdao city,and analyses the success of talents development in Qingdao,uses the city talent competitiveness evaluation index system to measure the talent competition of eight cities horizontal comparison with Qingdao city and longitudinal comparative analysis on Qingdao city talent competitiveness from the time series,and finds out the advantages and disadvantages of Qingdao talent competitiveness index.Third,according to the evaluation of the current situation of talent competitiveness in Qingdao city,finds out the problems and analyzes the reasons from the talents,talent cultivation,talent environment etc.After that the paper analyses the experiences of enhancing talent competitiveness of six domestic and foreign typical cities,New York,Singapore,London,Shenzhen,Tianjin,Suzhou,then Qingdao city learn the useful revelation.Finally,according to above analysis,the paper puts forward corresponding suggestions and measures for enhancing talent competitiveness in Qingdao city from introducing talents,training talents,using talents,improving and perfecting the talents environment etc.
