Talent is an important index measuring comprehensive strength of a country or aregion. The strength level of talent competitiveness affects national or regionalcompetitiveness. To monitor and evaluate talent development situation is an importantpart of personnel work. Shandong province puts forward the strategic objectives ofimproving talent competitiveness and implementing talent strong province, whichmakes it imperative to carry out talent competitiveness evaluation. It is the researchtopic of the paper that how to build a scientific and practical talent competitivenessevaluation system, according with the practice of Shandong province.Based on studying the basic theory of talent evaluation, the paper accesses to alarge number of related literature domestic and abroad, and analyzes its researchsituation for reference. Firstly, the paper defines the concept of talent competitiveness,then analyzes the current situation of talent development in Shandong province. Afterresearching the current situation of talent competitiveness evaluation from the anglesof index, weightiness and methods, the paper summarizes the existing problems of it.The third part of the article, first of all, describes construction principles and functionsof the evaluation system, and introduces the realization steps of the evaluation indexdesign. Then the preliminary evaluation indexes are determined through the literaturesearch method, combining with Delphi method and questionnaire survey method todetermine the final indexes after two rounds of consultation.With Analytic HierarchyProcess determining the index weightiness, the paper applies Factor WeightingMethod and Grey Relational Analysis Method to set up mathematical model. Afterthat the evaluation system is used to monitor talent competitiveness level in Shandongprovince, following comprehensive analysis of the results, thus figuring outadvantages and disadvantages. Finally, the paper puts forward the running process ofthe system and safeguard measures for effective implementation, including threeaspects: promote effective implementation of the evaluation system, strengthen theconstruction of professional evaluation organization and team, pay attention to thedynamic adjustment of evaluation index and method.
