Collaborative innovation based on knowledge value-added as the core, enterprises,colleges, research institutes, government, education, innovation and the main value creationprocess.The collaborative innovation platform launched in2012, the four-year cycle.It couldprovide a favorable opportunity for all colleges and universities to integrate innovativeresources and cultivate innovative talents.In this paper, the departure from the Current Situation of China’s colleges anduniversities training innovative talents, found the system issues, environmental issues andideological problems, analyzed reasons of the macro, meso and micro.Learned the innovativetraining model and experience of colleges and universities from USA, Japan andGermany.Evaluated the cultivation of Innovative Talents environment in chain basedcollaborative innovation platform by SWOT analysis and Analytic Hierarchy Process.Analyzed the four factors of strengths, weaknesses, opportunities and threats and determinedthe main factors and strategies.Developed the national strategies including project to supportefforts to increase interdisciplinary research project,increase investment in universitycollaborative innovation research projects funded and improve university collaborativeinnovation research evaluation and supervision system. Formulated the college strategy thatestablishing new concept collaborative innovation,building collaborative innovation profitallocation mechanism, perfecting collaborative innovation evaluation index system andoptimizing collaborative innovation forms. Put forward the path protection of cultivation ofinnovative talents in China.
