Study On Cultivation Of New Professional Farmer In Hunan Province

As the subjects of new agricultural production and management,farmers’ quality is directly related to the speed of agricultural modernization and the level of their incomes.The improvement of farmers’ quality depends on education and therefore it is imperative to adapt to agricultural modernization needs and cultivate new professional farmers.Hunan province has already possessed a good material basis and made some achievements in the training work of new professional farmers,but there is also a big gap in the cultivation of new professional farmers,comparing with the developed countries and some other provinces in China.Comprehensively analyzing the status of the cultivation of new professional farmers in Hunan province,dissecting the factors influencing the effect of cultivating new professional farmers in Hunan Province,and putting forward some suggestions on improving the cultivation of new professional farmers in Hunan province has a certain practical significance for improving the overall quality of farmers in Hunan Province,increasing farmers’ incomes and promoting agricultural development.This paper intends to invedtigate counties in Hunan province through the analysis,comparison,and collection of existing research,and based on theories of human resource investment,layer of need and the conversion of surplus labor combined with related annual statistics and meeting reports from different government departments.It is learned that the cultivation of new professional farmers in Hunan province has a good cultivation condition with the supports of a series of policies,and that cultivation mechanism has been established step by step and the number of new professional farmers has also increased through a thorough investigation of a number of cities and counties in Hunan Province combined with the relevant statistical yearbook data and meeting reports of various government departments on the basis of human capital investment theory,need hierarchy theory,surplus labor transfer theory and other related theories.find out the existing problems: Farmers’ willingness is not strong,the quality of the cultivation objects is generally low,the degree of satisfaction about cultivation support policy is not high,the current cultivation is unable to meet the needs of farmers,and the cultivation environment should be optimized.Then based on survey data,using the analytic hierarchy process(AHP),the overall cultivation of Hunan province which is divided into 12 index layers is analyzed,the analysis results are used to evaluate the cultivation situation through the fuzzy evaluation methods and conclude that the training work of new professional farmers in Hunan Province has achieved certain results,but there are still many problems and farmers’ willingness of participating in the training work is very important for the whole training work.Then it is learned that the 7 variables includingfarmers’ understanding level about the policy,whether to participate in rural cooperatives,the time and cost of training are important factors affecting farmers’ willingness to accept training through empirical analysis about the factors influencing farmers’ willingness of training by using the Logistic regression analysis method.According to the empirical analysis above.Finally,based on the results of theoretical analysis and empirical analysis,from the aspects of cultivation object,training system,cultivation environment,relevant countermeasures and suggestions to improve the cultivation work of new professional farmers in Hunan Province are put forward :strengthening farmers’ subject consciousness,improving the modern concept of farmers;setting reasonable training courses,arranging flexible training time,selecting appropriate training place,establishing strict management system,improving the land transfer system and public service facilities,and encouraging smooth flow of urban and rural elements etc.
