| In the Central Rural Work Conference in 2015, it is proposed that the principle of people-oriented should be upheld to stimulate farmers’ creativity, innovation, and entrepreneurial vitality. In this way, not only promote agricultural modernization and new urbanization can be promoted but also lively situation of public entrepreneurship and innovation can be formed. The agricultural department should combine new professional farmer cultivation project with entrepreneurship support to guide and support talent’s entrepreneurship, especially college graduates and entrepreneurs who back home, through the way of entrepreneurship training, industry support, and tracking service and so on. In recent years, the new agricultural business entities in RuiAn are continuous growing; as the backbone of new agricultural business entities, the new professional farmer relates the construction new agricultural management system. From the view of Public Administration, striving to cultivate new professional farmer is an undoubtedly important measure.Based on the definition of farmer, and difference between new professional farmer and farmer, guided the theory of human capital, labor transfer and the public goods, the paper do the depth study on new professional farmer such as family farmers, the director of specialized farmer cooperatives, entrepreneurs back home (including college graduation), according to RuiAn reality. With the methods such as literature review and comparative analysis, combining the status of new professional farmer cultivating in RuiAn, the paper raises some problem including lack of rural practical talents, low training level and ability, not enough organization dynamics, lack of fund and incomplete support policy and so on. The paper analyses the constraining factors including urban-rural gap, resource integration, environmental constraints (land transfer, etc.) and entrepreneurship support. Some enlightenments which are worth learning are obtained after analyzing some new professional farmer cultivation experience in domestic area. The appropriate innovative strategies finally are proposed after comprehensive analysis that the government should form long-term institutional mechanisms, improve training system, strengthen support force, create good external environment.This study aims at clear the role which the government should play in the new professional farmer cultivation, and put forward a set of measures which is adapted to the RuiAn’s economic and social development and local reality. It provides a theoretical basis promote the development of public entrepreneurship and innovation. |
