In the wave of urbanization and industrialization, it becomes an inescapable real problem to China that “who will farm” and “how to do farm work well” in the future. It is exactly essential and key for realizing agricultural modernization, and promoting industrialization, urbanization, and informationalization solidly, to push on the process of professionalization of farmers, and establish an efficient, capable new professional farmer team.Throughout researches on cultivation of occupational farmers, they are mostly confined to principled inductive study of macro issues from economic management view, and it is nearly blank on pioneering study of microscopic problems from pedagogical perspective. Therefore, it is of great theoretical value and practical meaning to study on cultivating new professional farmers on educational content, teaching methods, forms and other aspects of management mechanism, elaborately.Firstly, based on the theory of pedagogy, human capital theory, dual economic theory and new growth theory, the thesis explains the definition of farmer, farmer professionalism and new professional farmer deeply, and the conception of the new professional farmer can be expressed in the form of mathematical equation: PA=(A+B+A*B+ b)*(αX+εY); then, with the content analysis, it hackles the policy of farmer education since the founding new China, and 16 years’ “Central First Document” on farmer education, outlining the track of farmer education development. Literacy education, amateur education, and health education has faded out, and cultivating new professional farmers becomes more urgent; using comparative induction, analyze the professional farmer education, transversely: they have the commons: making the law first, flexible and diverse forms, top-level design and government’ prompting.Secondly, using SPSS19.0, with the 1032 farmers samples of 14 towns in Tianjin, by one-way ANOVA, principal component analysis, binomial logistic regression model, it analyzed the factors influencing farmer deciding to participate the education activities; it researched the factors affecting farmers’ educational content preferences by using Multinomial Logistic regression; and it studied the factors effecting the methods, time and places of education activities, with the one-way ANOVA, contingency table analysis, correlation analysis, which included the individual, family, community and society. Thus, we should raise the degree of coupling between the subject receiving education and the content, form, time and place, improving the effectiveness of education.Thirdly, from three levels which contains educational institutions, government and society, the dissertation puts forward the policy structure on cultivating new professional farmer. It is important to respect the subject status of farmers to be educated and follow the laws of education; establish the qualification admittance mechanism of human capital returning to the agriculture; take the advantage of occupational education in Tianjin, and form the platform including "Government, Industry, University and Research", generating multi-interest driving mechanism promoting the collaboration of Beijing Tianjin and Hebei;strengthen the coupling degree between education service supply and demand; improve the development system, and create a good environment.
