China's socialist economic society has brought about the rapid development of urbanization process in which Labor force has migrated from country sides to cities and the left-behind children in rural areas has become a hot spot.In depressed areas,the left-behind children have fewer chances to receive pre-school education.This is partly due to the lack of pre-school education consciousness and many other problems that are to be discussed and solved.In order to compensate for the lack of management in pre-school education in rural areas,This research taking the relevant theory of public management as breakthrough point,adopts public policy theory,equalization theory of public service,education equity theory,through the on-the-spot investigation to H town of Ankang city in Shanxi Province,concentrates on the theme of left-behind children preschool educational management,on the basis of literature review,combineson-the-spot investigation,issue questionnaire,individual interviews with literature analysis,starting from the public policy management,management of educational institutions,social welfare organizations management these aspects,makes analysis to the reasons for the preschool educational management in China and puts forward some reform suggestions,which is conducive to more accurately and better form national policy and management measures about left-behind children preschool education,has great significance to the development of left-behind children preschool educational management in poor areas.By using documentary method,investigating method,and based on the combination of theoretical analysis and investigation,this paper is to put up with some policies and suggestions.It is divided into five parts:The first part is an introduction,which puts forward the reasons and significance,literature review,ideas and innovative points and shortcomings of this research.The second part is thetheoretical basis part,mainly from learning and drawing lessons of relevant theory of public management,puts forward the new model and new ideas of preschool educational management of left-behind children in China's rural.The third part is through on-the-spot investigation and interview to H town,to sum up the educational management situation of left-behind children in H town rural.The fourth part is according to left-behind children current situation to analyze the reasons of preschool educational problem of left-behind children in rural areas.The fifth part is reform suggestions about the preschool educational management problems of left-behind children in poor areas,tries to construct preschool educational management system of left-behind children,in order to better solve the existing problems,and really promote the healthy growth of left-behind children.
