John Dewey's “Democratic Thoughts” has been introduced into China since late 19 th and early 20 th Century.As the further development of the reform and opening-up policy,Teachers Congress that reflects and indicates democratic management has also emerged as the times required.Furthermore,in 2011 the Regulations on Representatives of School's Staff was enacted,with which Bureau of Education replaced the Provisional Regulations on Faculty Representatives enacted in 1985.This act further affirmed the juridical status of Teachers Congress and showed government's emphasis on it.This study is divided into six sections.The first section is the Introduction part,which is based on collecting and processing of the existing literature and which presents the research background,meaning,ideas and methods of this paper.The second section clarifies Teachers Congress' s concept,nature and authority to lay theoretical foundations for the following study.The third section explains in detail the theory evidence and development history of Teachers Congress to help us clearly understand it.The fourth section is mainly the process of surveying on Teachers Congress in primary and middle schools in X,during which actual investigation on related problems involving convening of Teachers Congress is launched.By distributing questionnaires,interviewing and inquiring into the representatives an non-representatives of Teachers Congress,it gets different views on problems of Teachers Congress and then carry out comparative studies.In the end of this section,main problems pointing to the survey findings are put forward.The fifth section expounds systemically the whole process of implementing Teachers Congress in Y middle school,X.Through the Teachers Congress' s management,election procedure and documentation in Y school,rubs in operating Teachers Congress are shown.The sixth section focuses on analyzing problems existing in questionnaires,interviewing and case studies so that strategies could be found out from three levels,such as policies of the laws,schools and Teachers Congress.To make these measures come into force,implementation and supervision should be done practically.I hope this study can do a little bit help to the institution of Teachers Congress of Primary and Middle Schoo1 s as well as can attract more scholars to make further exploration on it.
