Since the implementation of the 《national medium and long-term education reform and development plan outline (2010-2020)》, since our country elementary education reform towards deep continue to present a comprehensively deepen, comprehensive development trend. Primary and secondary school teacher is the implementation of quality education, the key to realize the goal of education reform. For nearly 10 years, in order to improve the overall quality of the contingent of teachers, the party and the government gradually perfecting and strengthening the construction of primary and secondary school teachers’management system, new system of teachers’management system is gradually by the local pilot reform system, full implementation of the primary and secondary school teachers overall development level improved steadily. With the formulation of "13th Five-Year" plan, China’s primary and secondary school teachers’management system should be on the basis of summing up experience, to further solve the entry criteria broad, old-fashioned concepts of employment, such as teachers evaluation index is not rigorous, exit flow system defects such as imperfect and management issues.Through using the comparative analysis and other research methods,, the teacher management system of China and the United States for the full range of comparative study, an attempt to draw lessons from the successful experience of American primary and secondary school teachers’management system. To achieve the purpose of the mountain can offend jade, we study the teacher qualification system, teacher appointment system, teacher evaluation system and the exit process in primary and secondary schools in China and the United States on the comparative analysis and research.This paper is divided into six parts:The first part mainly explained the teachers’management system development process about the China and the United States through literature method and historical research method. By analysing educational reform and policy documents reported by China and the US, we could compare the similarities and differences of teacher management system development.The second part mainly analysis the Elementary and secondary school teachers’qualification system to compare the two countries in the United States and China, to teachers’qualification system practice and reform experience of developed country for reference, the frame of reference for primary and secondary school teachers occupational access system reform in China.The third part is mainly through the comparative analysis of the employment system of primary and secondary school teachers in China and the United States, and reveals the lack of "human centered management" in our employment system.The fourth part mainly analyzes the problems existing in the evaluation system of teachers in primary and secondary schools by comparing the indicators and the main body of evaluation of teachers in the two countries.The fifth part mainly through the comparative analysis of the exit process system in China and the United States, and reveals the three aspects of the problems faced by the teachers in the primary and secondary schools in China.The sixth part mainly draw lessons from the United States primary and secondary school teachers’management system, and solved the problems existed in China’s. Suggestions and enlightenments are put forward from the aspects of government function, the third party educational institutions, teachers themselves. |
