Endowed with an important function as faculty staff participation in institutions of higher learning democratic administration,teachers’ congress is a basic structure in Chinese institutions of higher learning management structure.However,there remain several questions during the practical operation of teachers’ congress,leading to inevitable and proper reform of its operation mechanism.Through the perspective of participatory management of the problems during the optimization of teachers’ congress,this article seek the road of reform.This paper analyzes current situation to study the theory basis and the importance of teachers’ congress under participative management perspective.Comprehensive literature review,based on clarifying the relationship between the external environment,institutions of higher learning,teachers’ congress and the faculty & staff union.The paper constructs teachers’ congress "double helix" model under participative management perspective to have thorough knowledge of all aspects of the operation of teachers’ congress and solve the problems at all levels.This paper makes a historical review,to Congress in colleges through the form of questionnaire survey surely is only in-depth analysis.After a questionnaire survey of the status of depth analysis,teachers’ congress is lack of participation in the initiative,lack of participation in the system,lack of participation in the level of depth,lack of scientific nature,lack of diversified carrier,lack of effective participation in management.At the same time,according to the operation condition of J University teachers’ congress to analyze the case.Aiming at solving the problems of the teachers’ congress operation mechanism,the article proposes relative reform policies,i.e.,strengthening democratic concept to nurture teachers’ congress representatives qualities and abilities;promoting regulations and institutions establishment to comprehensively implement the teachers’ congress participation function;integrating resources from various aspects,to improve the teachers’ congress running environment;standardize the decision-making process,improve the scientific level of participation in the agenda;furthering platform construction to enrich participative management contents & carriers;fully furthering reform to focus on teachers’ congress existence in efficiency administration,which is expected to be referred in the Chinese teachers’ congress optimization.
