"Minority high-level talents" policy (The full text referred as"Minority Talents Policy") is a country to promote the minority talent cultivation and development of higher education is an important policy. The policy implementation of recruitment since 2006 for the western region's economic and social development of different types of higher education talents, optimize the talent structure of minority nationality areas,promote the development of the ethnic minority areas, achievements are obvious to all.However, policy implementation, since ten years ago "Minority high-level talents "policy also has many problems in the concrete implementation process."Minority high-level talents" policy of college students coping policy - "Minority high-level talents" policy, what have cognitive for the policy? Based on this, this study on policy for the analysis of cognitive perspective, aimed at a comprehensive understanding of "Minority high-level talents" students in the less cognitive status in the process of policy implementation. By means of questionnaire on "Minority high-level talents"policy cognitive status of the students comprehensive understanding,analysis and research; On the basis of the preliminary research conclusions, implement the interview method, to support the research conclusion and factor analysis.This study through an interview to understand policy cognitive problems, on the basis of that there is a problem to differentiate the dimension of the questionnaire,prepare the test questionnaire. In test correction on the basis of the questionnaire analysis,develop the formal questionnaire of this study, through descriptive statistical analysis of the formal questionnaire research conclusion. The study found that the current "Minority high-level talents" student's perception of "minority high-level talents" policy at lower levels. The author through descriptive statistical analysis and formal interview on one of the significant influencing factors were analyzed. Results show that a policy propaganda does not reach the designated position, unreasonable curriculum, school administrators basic education stage enough emphasis, postgraduate education stage of resource inequality, stage of graduation diploma registration certificate shall not be distributed,"not" and read bo restricted,unreasonable employment phase of the employment policy,employment discrimination and other factors, is causes the student to the policy of"Minority high-level talents" policy cognitive on the low side of the main factors. In this paper, based on the results of questionnaire survey and interview, to perfect the policy suggestions are put forward.
