The Implementation Strategy Of The"Minority High-Level Backbone Talents Programme"

Since the founding of new China, the CPC central committee and the state council are very concerned about the cultivation and utilization of ethnic minority talents. In order to further promote the social and economic development of the ethnic minority areas, a series of special measures has been adopted to cultivate CPC and governmental cadres from ethnic minorities, as well as all kinds of professional talents. This is the core of the party and national policy.In view of this, in2005, based on the opinions on cultivating the high-level cadres of ethnic minorities of the national five ministries, that is, the ministry of education, the national development and reform commission, the state ethnic affairs, ministry of finance, ministry of personnel,the ministry of education established the implementation plan of cultivating high-level cadres of ethnic minorities (hereinafter referred to as the "implementation plan"), then further introduced "the minority high-level backbone talents plan". Considering the current national situation, to develop the implementation plan of cultivating high-level cadres of ethnic minorities is an important and irreplaceable historical mission. Based on the current student management and teaching mode of the National Education School of BUPT, this paper is going to explore the effect of the execution of the plan and influence factors.Through combing the domestic and foreign related literature material and other preparatory training mode, in-depth investigation and study were carried out to analyze the real issues lying behind the matter. In face of the current common problems in the implementation process of the plan, reasonable suggestions to "implementation plan" were put forward, concerning the teaching and management models, in the hope of promotingthe implementation process of cultivating high-level cadres of ethnic minorities.
