Research On Performance Evaluation System Of Scientific Research Funds In CJ Vocational College

With the continuous development of higher education,in the policy of vigorously developing the modern vocational education,higher vocational education presents the good momentum of development and is striving to reach a better and higher field;Besides the normal teaching work in higher vocational colleges,scientific research level also needs to get the sustainable development of long-term stability,and it shares the same aim with the report which asks for close integration of production,education and scientific research in vocational colleges.As a non-profit organization,higher vocational colleges have a character of low level,starting late,the scientific research quality and the conversion rate being too low,coupled with higher vocational colleges to obtain funding channels for a single,unreasonable r&d input and output.So that's why the higher vocational colleges have a very big disparity compared with the undergraduate course colleges and universities in terms of scientific research level.If higher vocational colleges want to enhance the level of scientific research,achieve the support of local financial support and social groups,cultivate excellent talents,serve better for the development of regional economy,they must ensure that every scientific research fund should be reasonably planned to benefit most.As a for-profit organization performance evaluation tools,the balanced scorecard have achieved a lot of attention both on theoretical research and application practice in recent years.With the deepening research conducted by researchers at home and abroad on its theory,especially for different industry promotion,the balanced scorecard got an extended application.The experts think that nonprofit organizations when using the balanced scorecard performance evaluation are more likely to show the management effect,compared with the for-profit businesses.This article agrees with the above views,so the author using the balanced scorecard as a tool of performance evaluation,from the four dimensions of funding,organization process,output efficiency,learning and growth,formed the CJ vocational college scientific research fund performance evaluation system,on the basis of the present situation and the problems the CJ vocational college scientific research fund performance evaluation management has faced by researching papers and expert consultation;On the establishment of the index weights by using AHP(Analytic Hierarchy Process,the AHP),by experts questionnaire to each index between the importance of evaluat ion and judgment matrix,by using the software of YAAHP determine the value of the weight of each index,and through the consistency check.On this basis,the author with CJ ministry-level project in a city vocational college in recent five years,a key project of college and college sampling analysis on the project as a general overall samples,further verify the applicability of the index system of the above,at last on CJ vocational college scientific research fund performance evaluation results,puts forward some Suggestions for college management measures,First of all,it is a quantitative evaluation to the performance evaluation of scientific research funds,establish a long-term supervision mechanism.Second,pay attention to the efficiency of capital execution and realize the effective output of scientific research funds.The third is to improve the level of scientific research quality,pay attention to the cultivation of the talents and service of regional economy.The fourth is to improve the teachers and students than structure,increase of youth teachers' encouragement and support.The results confirmed that the performance evaluation system put forward by the CJ vocational college,not only can reflect the college scientific research funds in time of input and output level,but also can help analyze the problems existing in the funds management and put forward the suggestion to achieve the desired research purposes.
