Chinese characters are a symbol of China’s history. Writing Chinese characters is not only a necessary skill for for students’ daily life,but also a way to cultivate their personality. Based on literature research and teaching practice,the author made an investigation on the present situation of pupils’ writing competence evaluation. Through the analysis of the survey results, we found that there are some problems and difficulties in the evaluation of primary school teachers.By analyzing the connotation of writing competence, the author defines the structural elements of writing competence.Then,according to the relevant principles,the author constructs the evaluation index system of primary school students’ writing competence, and puts forward the evaluation application strategy.Writing is considered as a skill in many literature,writing competence evaluation is also limited to the correct and standardized writing Chinese characters.From the cultural significance behind the Chinese characters, the author explores the difference between writing competence and writing ability and tries to put forward the structural elements of writing competence - "writing knowledge", "writing ability and method", "writing interest and attitude", "writing habits and will" and "cultural consciousness".The evaluation index system is an important basis for evaluating the competence of primary school students. It can not only measure the current situation of students’ writing competence, but also can be used as a reference for teachers to adjust their writing teaching.Under the guidance of Bloom’s educational goal taxonomy, the author sets out the evaluation index system of primary school students’ writing competence considering the characteristics of physical and mental development of primary school students.Writing ability as an explicit, more easily measurable element is suitable for the use of diagnostic evaluations.But with the implicit nature of writing interest, attitude and cultural awareness is not easy to be assessed and not exhaustive, so it is more suitable for the use of formative evaluation of the way.n the last part of the article, the author puts forward the relevant strategies to evaluate the writing competence, hoping to help the teachers’ teaching practice.
