Since 2007,China has gradually increased the funding amounts and adjusted the policies constantly to aid the students in need to finish their studies.Multi-dimensional and multi-channel financing system supported by a government,colleges,universities,andsociety was established with the priority for the government,responsibilities for colleges and universities and active participation for the whole society.Since the implementation of the new subsidy policy in colleges and universities over the past ten years,both the capita input and coverage have been stepped up.The new subsidy policy dominant by government adapted to the situation that reform of the higher education charge system caused the increasing of the proportion of students with financial difficulties.Also,it realized the goal of:"Do not allow a student to drop out of school due to family economic difficulties."This system fully reflected state's attention and care for the students with family economic difficulties.Not only does it benefits the protection that all the students enjoy equal rights in education,but also enhances the level of popularity of higher education and promotes the fairness and efficiency of education.The thesis is based on the experience of western public policies.According to the policy formulation,policy implementation,policy process cycle factor in public policy:"down to"policy process model,referencing to the theory of new public service "the relationship between the government and the customers",combining with the American customer satisfaction index model(ACSI)and the Chinese customer satisfaction index(CCSI),the public satisfaction index model applicable to the new subsidy policy research was constructed.It was divided into six indicators:policy design,policy implementation,the expected quality,perceived value,customer satisfaction and customer loyalty.Some observed variables were set,they were namely objective factors and other differences,their efforts to obtain funding opportunities,the differences between their families and others families.The propose of these three assumptions have significant hypothesis for the funding policy.According to the research hypothesis,I designed the questionnaire about universities students' satisfaction of the new subsidy policy with high reliability and validity.It was divided into students and teachers edited version.Take 54 colleges and universities in Guangdong province as example to make an empirical investigation,SPSS 19.0 statistical software was used in students' version of volume data for survey.According to the results of single factor,to have an analysis of variance,to verify the three hypotheses,and get the results of Chinese college students' evaluation in the new subsidy funding policy.Teacher's version masters the micro data for the understanding of the implementation of subsidy policy in colleges.It started from the implementation from two aspects:addresser and addressee combined the qualitative methods with quantitative methods,verified the students' satisfaction evaluation results.So that it can have further analysis of reasons and draw more rigorous and scientific assessment results.According to the results of the assessment,we can analyze and evaluate the national grant system,the national student loan system,the work and study system and the new system of subsidy policy.The appraisal of the policy satisfaction of good students,funding the work of full-time staff due to understaffed,low pressure reminders credit satisfaction evaluation,fund wide is not balanced,the family economic difficulties to improve the identification system of funding and educating students to be,the combination of ideas failed to give full play to.As we get the main conclusion,we can put forward with some selective suggestions in improving the new financial aiding policy from the aspects of government,universities and the whole society.Government should improve the subsidy system and do the design;colleges and universities ought to refine the system of financial aid and make sure that the policy is implemented;our society can make up for the lack of government investment and promote social equality.The characteristics of college new funding policy is strong,weak market plan,large investment,wide coverage,according to these characteristics,put forward some new ideas,one is to establish a national system of financial management information,the use of "big data" to strengthen the use and management of funds,the family economic difficulties students' precise identification";two is to learn from the United States" aid package "mode,explore our family economic difficulties students" financial aid package "scheme,different funding models supporting the package,change the financial input by how much,not to run out of mode,reduce the government and university funding pressure.On this basis,put forward to explore the "Fu Chi" funding system,aiding needy students overseas research and domestic research and training exchanges,make up the "social experience of disadvantaged students with economic difficulties caused by objective factors such as the family".
