Research Our National Student Loans Policy

National student loans policy, as a product of our colleges and universities charging system reform, has been one of the hottest issues social concerns as its being carried out. The policy-oriented specified that commercial banks loans to our full-time higher education students who have financial difficulties with credit for security. To some extent, it has alleviated the difficulties students meet, but also experienced in the specific application of the various "bottlenecks". National student loans is not only national policy supporting the use of financial instruments to deepen educational reform, to promote the development of China's educational undertakings important move, but also guaranteeing equal opportunity for higher education, the achievement of equity.First, the article introduces the evolution of the national student loans policy mainly through the concept of educational loans, the introduction of the background, meaning and so on by using standardized methods of analytical and empirical analysis;In the course of the study, the article is to establish policy perspective of the theoretical framework multi-perspective and analysis of the dual nature of the policy by using economics, paper systems economics, public management theories, national student loans policy .Then, point out the underlying cause of the operational policies is that the inherent contradictions between the national's policy goal objectives and the banks' commercial goals.In empirical analysis, after introducing national student loans to the success or failure situation in developed and developing countries, this article makes Ningbo University as an example and elaborates on the school's carrying out this policy lessons and analysis of emerging policy errors: the phenomenon of "absent from their duties" and "mismatches" still exists in the government's policy implementation from the management perspective and the government is trying to draw a meaningful reflection.Finally the article gives some practical policy responses on the national student loans: form a government-driven, and build a national student loans secured mechanisms to the principle of combining administrative means and market mechanisms to regulate the "market failures" and other phenomena, thus eliminating the inherent contradictions of national student loans;Meanwhile perfects four integrated management system such as government, colleges and universities, banks, and students, and improve our newly established personal credit rating system. The purpose of the article is to provide information to the current system of national student loans on reform and innovation in order to better reflect the great significance of the national student loans policy.
