Objective: The aim of this study is to explore the staffing standard of the pension institutions in Zhejiang Province based on the relevant specifications of the national and local pension service industry.Method:1.Using the literature research to review the relevant standards both at home and aboard.2.Using the method of questionnaire survey and stratified random sampling to select public and private pension institutions in10 prefecture level cities of Zhejiang province: a total of 439 investigated.The survey includes basic situation of pension institutions and the quantity and quality of the pension institutions related personnel(age,education,job title,work time,certificate,training,etc.).3.Based on the theory of Person-Job and human resource planning,the results of questionnaires were compared with the current national and local standards to establish the framework and the content preliminary.4.The ultimate standard was established based on two rounds of Delphi consultation among 17 experts.The data were analysed by SPSS 20.0.The importance and operability score of indications were calculated by the mean,standard deviation and coefficient of variation.Results:1.The staffing survey of pension institutions indicated that:(1)The qualification of agency’s managers had certain gap with the current national standard.The survey indicated that 28.29% of the agency managers did not achieve the high school education level,and 44.52% of the agency managers did not meet the requirements of more than five years of experience.(2)The proportion of administrator is too large.More than half of the pension agency executives accounted for more than 20%.(3)The number of medical personnel is inadequate and low qualification.The survey indicated that only 151(34.4%)pension institutions to meet the minimum requirements of the current standard medical staff configuration.(4)The proportion of allocating nursing workers conformed to the requirements of the current standards,but the professional training need to further strengthen.(5)The allocation of the relative professional technician was a terrible shortage.The survey indicated that only 24(5.47%)pension institutions included professional and technical personnel such as nutritionist,counselors,rehabilitation,social workers at the same time.2.The framework and content of this research standard was built including the number and qualification requirements of various types of personnel(administrative personnel,medical personnel,nursing staff,professional and technical personnel,logistics personnel)in various types of pension institutions(residential care,help,care type)and different stars(one star to five-star).3.Using two rounds of Delphi consultation to evaluate the framework and content of preliminary standard.The recovery rate of questionnaires by Delphi method in two rounds was 90% and 100%.The authority coefficient was 0.850.The mean of the importance of the indications which was more than 3.5 and the coefficient of variation less than 25% were used to screen indications.Overall experts enthusiasm was higher and results were credible.Conclusion: The development of the standard’s framework and content are more reasonable and the results are reliable.It can provide reference for the management of civil affairs departments to promote the work of human resources allocation of pension institutions for standardization,scientific and standardized.Besides,it also provides reference for pension institutions to allocate staff.
