Primary and secondary school education is the national basic education, playing a fundamental role in raising the overall quality of the whole nation. The leader to promote the development of primary and secondary school education career is teachers, that is the so-called "For the everlasting fortune of our nation, education is the foundation.While the education based on teachers." In celebration of the 100 th anniversary of Beijing Normal University conference speech [N], China Education Daily. 2002-9-8(1). ].Primary and secondary school staffing policy is one of the core system of education policy,directly concerning the identity and security of more than ten million compulsory education teachers. Teacher staffing, as an important indicator of the number of teachers constraint,plays an important role for our obligations education. Primary and secondary school staffing which is approved in 2003 shows a clear feature "urban priority,urban and rural upside down". By 2012,Shandong province has reapproved the staff establishment and used the unified standard in urban and rural areas, that is a complete end to the history of the dual primary and secondary schools. And is there any new problem after the implementation of an integrated staffing standards? Whether integrated staffing standard meets the needs of the actual teaching? What are the advantages and disadvantages of integrated staffing standard? A survey of X city began with these questions in this paper.X city is a located in the western region of Shandong province, where the condition of primary and secondary school staffing can be seen as a miniature of the general condition of cities in Shandong province. After the unified standard of urban and rural teachers in2012, now in X city, primary and secondary school staffing presents the following conditions: both primary and secondary school teachers staffs exceeding more than standard, the age structure and professional level having a big differences between urban and rural areas, unequal distribution of school staffing for urban and rural areas, the construction of age of rural school aging and so on. As the peak period of school-age students passing, the number of students of primary and secondary schools reducedgreatly.It brings the following trouble that the demand for teachers reduced greatly, so fewer and fewer staff for approval. The contradictory between the falling demand for teachers and the vast number of teachers has become the main contradiction of school staffing management in current X city.The cause of the situation in current X city is various. Not only the constraints of urban and rural primary and secondary staffing standard and the influence of social and economic development, but also the cause of the remarkable achievements in both single-child policy and the "private to public policy" of rural primary school teachers. To a deep understanding of the problem, we should base on the actual situation of X city and make accurate and investigation for the reality of X city in-depth,discovering the reason of the problem derived from the actual data, carrying on the analysis, and finding ways and countermeasures to the problem.Taking X city as an example and analyzing the information provided by education and the staffing system, I collected school teachers information in three counties of X city personally, analyzed the data of problems in-depth, and carried on the discussion with the people who is responsible for education and staffing,so that I can analysis the reasons of the problems and find the countermeasures to solve the current problem.Studying on the present situation of the X city after the integration of primary and secondary school staffing standard have certain reference significance and practical value to understand the current management status of school staffing in our country.
