| Xinjiang Agricultural Vocational Schools’ development funds is insufficient,with the expanding of the enrollment scale,the single source of funds appropriated by the government has been unable to meet the needs of the schools development.Under the background of globalization and opening,introducing foreign capital is the effective way to compensate for the insufficient funds,deepen foreign exchange and improve schools’ level.In 1984,Xinjiang Agricultural Vocational College used the World Bank loan on agricultural education research project,which is the first Agricultural Vocational Schools’ foreign capital project.It has proved that using foreign capital can not only alleviate the pressure of funds,but also introduce the advanced management concepts,teaching methods and techniques,it also improved the school hardware facilities and enhanced the schools’ "soft power".Therefore,it is feasible for Xinjiang Agricultural Vocational Schools to use foreign capital.The national "One Belt and One Road" strategy is to enhance international cooperation and exchanges of Xinjiang education and culture,it brings opportunities for Xinjiang Agricultural Vocational Schools to use foreign capital,how to manage and implement such agricultural foreign capital projects well are important.This paper first analyzes the current development situation of Xinjiang Agricultural Vocational Schools,foreign capital project introduction,implementation and effect,put forward the effect,area and key direction of using foreign capital.Then,take the two World Bank loan projects as examples,find out the problems and reasons from different points and units,which are in small scale,from narrow channel and ineffective.The consciousness for Xinjiang Agricultural Vocational Schools to use foreign capital is not strong,Xinjiang Agricultural Vocational Schools’ financing ability is weak and they are lack of foreign project management talents.Thirdly,analyzes the experience from two domestic Agricultural Vocational Schools using foreign capital,Guangdong Agricultural Vocational Schools using the World Bank loan project experience-the stability of financial staffs,pay attention to training,payment is intervention to the procurement and contract management early,strengthen the timely communication with the audit department,the financial personnel are fully understand the project implementation progress and connotation,so as to guarantee the achievement of project objectives.Yunnan Agricultural Vocational Schools using the World Bank loan project experience-during the project design,bidding,curriculum reform,management and evaluation,introducing the social and professional services in these important parts,so as to improve the project quality and management level.At the end,states the importance for Xinjiang Agricultural Vocational Schools to use foreign capital,which are improving the Xinjiang Agricultural Vocational Schools’ infrastructure,improving the Xinjiang Agricultural Vocational Schools "soft power",and being good to foreign exchange.Putting forward some countermeasures and suggestions on project management,project funds and project personnel to the government,project management unit,implementation unit and Xinjiang Agricultural Vocational Schools,which lays a foundation for Xinjiang Agricultural Vocational Schools to manage and implement such foreign capital projects in future. |
