| The subversive development of science and technology has made it possible for African countries to improve their competitiveness,and the premise of competitiveness development is the progress of science and technology education in Africa.World Bank’s emphasis on human capital in Africa has promoted its participation in science and technology education in Africa.Since 2000,World Bank’s science and technology education cooperation with African countries has become more frequent.Studying the cooperation of S&T education between WB and African countries,will strengthening our understanding of this cooperation,will conducive to the future cooperation between China and African countries in S&T education and will be beneficial to the future development of our partnership with the World Bank.This study uses literature analysis,case study method,through the study of S&T education cooperation projects between World Bank and African countries since 2000,combing and analyzing the number of projects,projects distribution,project fund changes and projects action during this period.The change of initiatives explores the development track of cooperation between World Bank and African countries.It is found that the process of cooperation in S&T education between World Bank and African countries has experienced a period of fragmented cooperation(2000-2005),and the period of budding exploration(2006-2013)has developed into today’s system promotion period(2013--).Through the analysis of the objectives,funds and modes of operation of thevarious projects,the World Bank and African S&T education cooperation projects are divided into two categories: World Bank and the single-state S&T education cooperation project and World Bank and Africa regional S&T education cooperation projects.Using the theory of asymmetric cooperation and the knowledge of new structural economics,this paper combs the respective characteristics of the two types of projects,and finds out the first kind of cooperative projects based on the cognition of achieving the objectives of science and technology education in a single country.It embodies the obvious characteristics of the new structural economics and emphasizes the role of the government in promoting the progress of the cooperative projects.Although the two sides of the cooperation do not know each other deeply,they still could achieve obvious and direct benefits from the cooperation.Based on the consensus to improve the overall level of science and education in the African continent,the participants in the second category of cooperation projects have more abundant exchanges,complete organizations and systems for maintaining cooperation,effective cooperation and cooperation,and have a wider and more stable impact on the projects.The project emphasizes the role of universities and research institutions in scientific,technological and educational cooperation,and emphasizes international cooperation and strong international attraction.After systematic analysis of the cooperation,it is found that the cooperation mode of science and technology education between World Bank and African countries has shifted from single-handedly to systematic integration.The focus of science and education cooperation has gradually shifted from basic education to higher education.The focus of investment has shifted from hardware construction to soft capacity.WB pay more attention to the regional and international influence of the project.However,poverty in most countries in Africa has not resolved that some African countries are facing food security problems,and the fragility of Africa’s indigenous development is still a problem.The lack of technology industry,the lack of scientific and technological knowledge and the shortage of scientific and technological talents limit the development of science and technology education in Africa.Therefore,the future cooperation direction between World Bank and African countries in science and technology education may pay more attention to the accumulation of indigenous science and technology and culture in Africa,attach importance to the development of science and technology education in priority disciplines,and continue to promote interregional cooperation in science and education.Attract the private sector and more international partners to participate in cooperation.It is significance for China to carry out scientific and educational cooperation with African countries in the future or to participate in the cooperation project between the World Bank and African countries in science and education as a third-party partner. |
