Problems Analysis Of Monitoring And Evaluation System In World Bank-financed Guangdong Compulsory Education Project

Guangdong Compulsory Education Project financed by World Bank is one of the typical projects which are utilizing foreign capital.This project aims at developing international cooperation and improving teaching facilities and quality of selected public primary and secondary schools in 16 project counties by utilizing foreign capital.The purpose of this project is to form reproducible and adopted experience,and comprehensively promote high-quality and equity compulsory education in Guangdong province.Therefore,the project activity is only a way to improve the teaching facilities and quality of the selected public primary and secondary schools in the project counties as well as to implement compulsory education balanced development.In the process of project implementation,the key is how to monitor and evaluate(M&E)the activities,outputs,benefits and impacts of the project timely and objectively by means of M&E so as to make the project proceed toward the agreed development goals as much as possible.World Bank's legal document stipulates that the Bank has the responsibility and obligation to monitor loan projects through M&E system which is considered as an efficient project management tool as to help project staff to manage the technical part,cost and implementation progress of projects.However,it can be seen from the project cases of many applications that there are always many challenges when the project implementation unit conduct the project activities by means of M&E.These problems and challenges will inevitably affect the use of the management tools.Therefore,it is very important how to solve these problems and make the M&E system better serve the project management personnel to improve management efficiency.Combined with the project life cycle,this paper analyzes the M&E system of the Guangdong Compulsory Education Project from the perspective of modern management system cybernetics,and believes that the current monitoring mode has problems in the actual operation process.For example,the supervision and evaluation work lacks a guarantee system;lack of an independent and professional M&E agency to carry out M&E;the design of the evaluation indicators is not scientific;application of the evaluation methods is imperfect,etc.This paper proposes the following improvement measures: First,in the aspect of institutional system,institutional document should be prepared;a feedback mechanism should be established and an accountability mechanism should be implemented.Second,in the aspect of the personnel organization system,qualified supervisors should be equipped and independent monitoring agencies should be hired.Third,in the aspect of indicator system,design indicators in accordance with SMART principles.Fourth,in terms of method system,three methods should be added,including case study method,comparative analysis method and quantitative and qualitative analysis method.Fifth,in terms of M&E arrangement,establish a data collection mechanism,data reporting procedures,collect and analyze data by using MIS system,strengthen the participation of stakeholders,training and information disclosure to monitor and evaluate activities.The improvement measures mentioned above is used to improve the implementation of project monitoring activities.This paper is mainly divided into the following sections: Introduction: Introduction to the background of the topic selection,research purpose,research significance and the research status of M&E system in China and foreign countries,the methods and innovations of the research.Chapter 1: A theoretical review of M&E system of the World Bank loan project.Chapter 2:Introduction to Guangdong Compulsory Education Project;Explanation to the requirements of M&E system;secondly,focusing on the application status and existing problems of the project M&E system.Finally,a detailed cause analysis to the problems existing in this project.Chapter 3: Improvement measures for the implementation of M&E system of this project.Chapter 4: Conclusions and prospects.Conducting this research will be a great reference for the implementation of the follow-up M&E of project and a great importance to improve the project management efficiency and benefits.
