The Deviation Of Student Nutritious Lunch Policy Implementation And Improvement

China began to implement the "rural compulsory education students nutritional lunch program," since 2007,but until the end of 2009,due to the uniform requirements of the local financial sector,the living allowance paid to parents,the program had to stop.In 2011,Deng Fei made a joint of 500 reporters,dozens of mainstream media,and China Social Welfare Foundation launched the Free Lunch fund-raising Program,they appeal people to donated three yuan per day in order to provide free lunches for poor children.Four months after the launch,the state promulgated the 'Improvment of rural compulsory education students nutrition.Program' and government also get involved to this action.Because of "free lunch" team,the State Department said government annually allocate 16 billion for children in poor areas to have nutritious lunch.However,since the launch of Free Lunch Program,funding retention and food poisoning happened frequently.It is easy to see,the policy is not implement effectively,children in poor areas still have the lunch problem.This paper is based on the background and "free lunch" program,The research focus is the idea of public governance of "free lunch" project,some so-called public welfare projects also included.Analysis revealed the result of implementation of the policy which is beneficial for people.It not only analyzes Free Lunch program,including its background,current situation,exist problem and the cause of problem,offer solution and suggestion to it,but also refer to practice of World Food Program and India.The aim of the paper is to obtain an improved way improving China public welfare situation.By research,it is known that the implementation of welfare benefits need correction of people's interest,enhancement of people's the quality,adequate supply of national resources and social support.It needs to strengthen co-operation between government and civil organizations,implements national policies and regulations,select and appoint talents.Enable the cooperation of civil society organizations and governments become a new way of public welfare and make it long-term approach.
