In August 2015,the Ministry of Education and the State Ethnic Affairs Commission jointly held the Sixth National Conference on Ethnic Education in Beijing.Before the meeting,the State Council issued the Decision on Accelerating the Development of Ethnic Education(hereinafter referred to as the "Decision"),and the highlighted problem of education is the lack of bilingual teachers.The "Decision"pointed out that by 2020,the overall level of the development of education in ethnic areas and the main indicators will close to or reach the national average level,the basic national language education in the weak pre-school stage of basic education will popularize two-year bilingual education,and compulsory education stage will universally have access to bilingual education.Through the bilingual teaching reform and practice exploration in the ethnic areas in the past two decades,it is found that the lack of bilingual teachers and the deficiency of quality are the important factors that restrict bilingual education in ethnic areas.Throughout the years,the various social causes in Gannan area experience a rapid development.One in particular is the cause of education which has made a tremendous progress.However,compared with the requirements of the Tibetan-Chinese bilingual education,the development is still relatively backward.On the basis of familiarity with the theory of talent and bilingual education at home and abroad,on the basis of collecting the information of Tibetan and Chinese bilingual education in other areas of the country,the in-depth exploration for many times to Gannan Tibetan area,through the education management department,all kinds of schools,and based on the research of many people,this paper makes a preliminary study and discussion on the demand of bilingual teachers in Gannan region.This paper employs a quantitative and qualitative analysis to the demand of bilingual teachers in Gannan area through the field investigation of the basic situation and professional quality of bilingual teachers in the Gannan area while providing convenience and reference to the in-depth research of the future bilingual education in ethnic minorities areas.In practice,it is helpful to solve the problems existing in bilingual teaching in Tibetan and Chinese,improve the level and quality of bilingual teachers,promote the professional development of bilingual teachers,and cultivate bilingual talents of ethnic minorities into a greater extent.This paper applies the literature research method,the investigation method and the comparative analysis method to analyze the present situation of the bilingual teachers in the primary and secondary schools in Gannan area,and compares it with the national average level.It summarizes a series of problems about the development of current quality of bilingual faculty in Gannan area,analyzes the cause of the problem,explores how to build a good bilingual teacher team,and provides feasible suggestions and strategies to solve these problems.The discovered problems among them include the shortage of teachers;the lack of structural structure of teachers;the uneven quality of teachers;the difficulty in introduction of teachers and the loss of outstanding teachers;the lack of teacher training.By analyzing the reasons of its output,the author puts forward the corresponding countermeasures to solve these problems:to improve the understanding of the construction of bilingual teaching staff;to improve the assurance system of the construction of bilingual teaching staff.It is expected to do a great job in the Construction of Bilingual Teachers in Chinese and Tibetan through ways of strengthening the system,improving the quality,improving the training,and improving treatment.
