| Delivery of education is an educational model that enables children with severe disabilities to have access to education.This article summarizes both domestic and overseas research related to delivery of education,in which definition,history,policies,models and academic research are discussed.Education in southwestern China is under-developed where educational equality can not be guaranteed.Qionglai county is located in the southwestern part of Sichuan province where this research was carried out.Policies about delivery of education from national level to local department are clarified.Interviewing method is used to investigate school leaders while questionnaire method is used on teachers and students.Given local conditions related to such service,suggestions are given on future work at the end of this article.Research results:1.Given the fact that Qionglai just started delivery of education service and those who are receiving such service are all with severe disabilities,delivery of education service encountered many difficulties such as service teams not having a good understanding of delivery of education,lack of experts and finance,teachers not qualified enough to provide service,children’s parents not actively engaging in the service and departments not working together.2.Since delivery of education service in Qionglai is faced with many difficulties while the main service teams are not able to solve these problems themselves due to tight budget and lack of experts and experiences,more supports,including professional skills,specialized persons in special education field,fund guarantee and parents’ cooperation,is needed in order to sustainably carry out the service.3.There is a great lack of demand in education,psychological support of caregivers and welfare policies in which education is closely related to lack of service people and professional skills while caregivers are troubled with mental stress and need psychological support.Speaking of welfare policies,caregivers do not have access to the information and want to know more about it.According to the above findings,suggestions are given as follows: More trainings should be enhanced and the number of service people should be increased while their skills need to be improved.Departments of local government and their resources should be integrated to build administrative supporting system.Individualized service plan should be made in accordance with students’ needs.Caregiver training should be carried out and they are encouraged to participate in the service plan.Finally,make full use of resource rooms set up in compulsory education schools. |
