Research On Information Needs Of The Government’s Response To Network Public Opinion

The rapid development of the Internet and new media applications,continuely influenced and changed the public’s way of thinking,learning and lifestyle.Network media plays an important role in the development process of network public opinion as its fast spreading,interactive,unrestricted by time and space,and other charactristics,which brings a serious challenge to social stsbility and Government management.How to successfully resolve the network public opinion becomes a problem that the Government must faced with,and also an important subject of academic research.This thesis consists of five parts:The first part is the introduction.Mainly introduces the research background,research significance,research status at home and abroad,research methods and innovation.The second part is the knowledge base of the network public opinion and the government information needs.Elaborates the concept and features of network public opinion,and its evolution and influence.As well as the necessity of the the Government’s response to the network public opinion,and the information needs’ content and features.The third part analysis the processes of the information needs of the Government’s response to public opinion.Based on the response information needs of network public opinion events’ life cycle,analysis the ways of information monitoring and identification,and the information mining,content analyzing,information tracking and feedback,and other information behaviors.The fourth part is the construction of 3D model of information needs analyzing.According to the law of network public opinion evolution,the time dimension of the information needs of the Government’s response to network public opinion can be divided into four stages: the integration of network public opinion,the proliferation of network public opinion,the integration of network public opinion,and the attenuationthe network public opinion.Logic dimension can be divided into five steps,which include information collection,information filtering,information analysis,plan implementation,and plan following.Information dimension is divided into five categories,include related policy knowledge,and legal regulations knowledge,and experts experience,and data information,as well as related expertise information.Then from the angle of systems engineering,combining together the network public opinion of the time serialization process with the information needs analyzing and content of the Government’s response to network public opinion.Therefore,using this model to analyze the network public opinion events.The fifth part is epilogue.Summarizes this thesis and points out the shortage of it.
