As a new round of college entrance examination system reform,comprehensive quality evaluation has become the important content of deepening the reform of examination recruitment system in our country.At present,the college entrance examination reform in our country has established “two basis and one reference” of the new policy.Comparing to the college entrance examination and academic level exam,which is the traditional quantitative evaluation,the comprehensive quality evaluation as an important reference of college admissions,its authenticity is questioned by almost people.How to keep it true in the implementation of the overall quality appraisal,which has become a realistic problem urgently to be solved in ordinary high school.The paper has based on the theoretical research,by reviewing studies of integrity,education integrity and the overall quality appraisal integrity problem of the existing research,defining the relevant concepts and interpretation.such as comprehensive quality evaluation,integrity and the integrity of comprehensive quality evaluation.According to the different realm of the construction about the basic understanding of the integrity,which has gave us the revelation about integrity of the construction of the comprehensive quality evaluation.Therefore,the paper has put forward the "Inward and outward throughout the whole process " integrity system of ordinary high school students' comprehensive equality evaluation: the inward refers to the inner consciousness and self-discipline,the outward refers to the external constraints and norms,the whole process refers to the prevention,implementing and remedial three links.Among which,inner self-discipline is to ensure that the overall quality appraisal integrity,the external constraints is to ensure that the premise of the overall quality appraisal integrity,and the entire operation is to ensure that the overall quality appraisal the guarantee of good faith.On the basis of theoretical analysis,the paper is supported by empirical research,through the interview method of ordinary high school to examine the status of the overall quality appraisal integrity issues,founding mainly exist the following problems: more external propaganda,less internal stimulate;more Internal self-discipline,less external constraints;more text,less actual operation system;more power corruption,less honesty culture;more remedial,less process measures.Through the further analysis,finding the cause of these problems are mainly the weakness of personal integrity awareness,the lack of the overall train of integrity construction thought,the imperfect integrity system and social credit culture.Consequently,the paper combined with the interview survey in the field of ordinary high school students' comprehensive quality evaluation of the specific case of building honesty,in order to guide the ordinary high school to better solve the problem of comprehensive quality evaluation to carry out the integrity,the following optimization strategies are put forward: to carry out the education,improve the cognitive integrity;to strengthen the system construction,improve the constraint system;strictly follow the procedures,to ensure that the process is true;regulate the behavior of supervision mechanism,prevent the broken of promises;perfect the rewards and punishments measures,establish the atmosphere of honesty and credibility.
