Research On The Supply-side Reform Of Higher Education In The View Of Government's Purchasing Public Services

In the development of higher education supply in China,there exists many problems,such as,the contradiction between supply and demand,low supply efficiency,unbalanced resource allocation and so on,which need to be solved.In China,in the background of the supply-side reform plan,especially the General Office of the State Council issued the Guidance on government procurement of services to social forces,which provides the opportunity to perfect government's purchasing public educational services system.Therefore,faced such challenges and opportunity of higher education supply,the government's purchasing higher education services will be a developing trend of the supply-side of higher education in the future.And with the development of economic system in China and the strength of social organization,the reform of higher education is tending to perfect development.As the new model of optimizing resource supply of higher education,government's purchasing public services gradually arouses attention of the government and achieves certain development.The supply-side reform of government's purchasing higher education services will be a developing trend of the supply of higher education,which will cover the weakness of resource shortage and low utilization efficiency that are caused by the government's direct providing education services.And the policy will meet the diverse needs of higher education of the whole society.The important purpose of higher education supply is to transport outstanding talents to society,and then promote the social progress.Therefore,in order to optimize the industrial structure of higher education,pursuing supply-side reform is imperative.In November,2015,president XiJinping proposed the supply-side reform plan,that is,through the reform to promote structural adjustment,optimize supply and demand structure and improve supply efficiency.The National Outline for Medium and Long-term Educational Reform and Development programs(2010-2020)mentions to strengthen social service ability of higher education.In terms of the reform of Chinese supply of higher education,China mentions to make full use of market discipline of higher education,strengthen government's purchasing public services and optimize supply reform of higher education.Therefore,based on the literature research,history study and the comparative study at home and abroad and combined with policy background and new public management theory,this paper summarizes some problems existing the traditional supply of higher education in China and introduces the successful experience of the government's purchasing public educational services of developed countries and the enlightenment of the government's purchasing higher education services to China,and then discuss foundation of the supply-side reform model of higher education.From the perspective of government's providing public educational services,the effectiveness of constructing the government's purchasing higher education services marketization system need to be discussed.And we need to sort out the purchasing relationship between government and market,and bring up some feasible suggestions with respect to such problems in supply-side reform of higher education to promote the marketization reform of supply in higher education in our country,which have great significance to promote the supply-side reform of higher education.
