The goals and tasks of modern government in education reform is to promote the education equalization of public service. The fairness of education is the cornerstone of the people’s livelihood. However, the fairness of compulsory education is the premise and foundation of realizing fair education, and is a necessary way to realize the social equity and social harmonious. Balanced development is a strategic task to achieve educational equity. It is also an important part of national educational reform. The important topic of educational research is to realize the satisfactory education of people’s mind. At present, with the deepening of the development of compulsory education and the increasing urgency of the masses to accept more equitable and higher quality education, the unbalanced compulsory education between urban and rural areas has seriously hindered the overall development of education. Therefore, it is of great significance to study the equalization of urban and rural compulsory education.China’s nine-year compulsory education system was implemented in 1986, but China’s economic development is lagging behind in the rural economy, and the drop-out phenomenon in the compulsory education is widespread. From 2006 onwards, China’s orderly implementation of the national compulsory education funding security system reform realize the full nine-year compulsory education. However, there is still a clear gap between urban and rural compulsory education resources, such as the imbalance resources and people’s educational rights. Under the actual conditions of China, it is impossible to achieve an absolutely equitable distribution of educational resources. However, it is possible to reduce the gap in the distribution of educational resources between urban and rural areas as far as possible. In 2010, the state issued a long-term education reform and development program, which clearly pointed out that the educational rights of citizens should be protected, the balanced development of compulsory education should be promoted and education in the weak areas should be enhanced. Solving the problem that every child has the good condition to learn is a guideline to promote the standardized construction of compulsory education and to promote the balanced development of compulsory education.The problems of urban and rural compulsory education in Nanping city are mainly caused by the disparity between urban and rural schools, the unbalanced construction of teachers in urban and rural areas and the lack of investment in education. The main reasons are as follows:the dual economic structure of urban and rural areas, the policy guidance, the low level of economic development, the lack of financial resources and other issues. In order to solve these problems and promote the balanced development of urban and rural compulsory education in Nanping, the government should not only fulfill its responsibilities, but also plan the development of rural and urban economy, strengthen the investment in rural education, formulate the talent introduction plan, formulate the rural obligation education development policies.This paper takes Nanping City as an example and defines the meaning and connotation of the equalization of compulsory education in urban and rural areas. Based on quantitative research, literature collection and field investigation, this paper analyzes the current situation of compulsory education in Nanping and studies the problems of unbalanced investment, such as fund input, running condition and teacher strength. Based on the conclusions drawn from the quantitative analysis, this paper puts forward relevant measures and suggestions with a view to promote the balanced development of compulsory education in Nanping and other areas.
