Education is the country’s major plan and the party’s major plan.Compulsory education is the top priority of education work and a foundational project to improve the quality of the people.In February 2019,the Central Committee of the Communist Party of China and the State Council issued the "China Education Modernization 2035".The document proposed: by 2035,a new pattern of education governance involving the whole society must be formed,the world’s advanced level of high-quality education with Chinese characteristics must be developed,and all levels of education must be promoted.The high-level and high-quality popularization of education requires equalization of basic public education services.Since the beginning of the vigorous implementation of compulsory education,Leshan City has continuously coordinated and promoted the reform of compulsory education in accordance with the requirements of the central and provincial people’s governments for the development of compulsory education,and actively eliminated the barriers of the dual education structure between urban and rural areas.All indicators such as the penetration rate of compulsory education have basically reached the standards set by the state.Leshan City,through the active implementation of relevant policies and guidance for the balanced development of compulsory education,has further narrowed the gap in the school environment and conditions within the city,and has initially formed a relatively complete compulsory education management and assessment system.However,in different periods and stages,the balanced development of urban and rural compulsory education continues to face challenges of the new era,and corresponding decisions will lead in new directions with the requirements of the times.Therefore,the current status of the balanced development of urban and rural compulsory education in Leshan City,the existing problems and their causes,all have certain research significance.The article takes the balanced development of urban and rural compulsory education as the research object,according to the idea of "proposing problems,analyzing problems,and giving countermeasures and suggestions",using comparative analysis,interview analysis,and document analysis,based on new public services and public products.Through the comparison and analysis of the balanced development of urban and rural compulsory education under the background of ethnic communities in Leshan City,it is found that there are regional differences in policy implementation,the imbalance of the urban-rural ratio of education teacher structure,the unbalanced distribution of students,and the particularity of education in ethnic regions.The reasons are: the pace of urbanization expansion affects the flow of educational resources,the difference in regional education informatization,the failure of the education personnel training guarantee system,the unfair matching of student sources caused by the "removal of sites and schools",the uneven education awareness of urban and rural families,and the minority The influence of ethnic diversity on policy implementation.Then,the article revolves around these problems and reasons,including optimizing education policies,implementing rural education hardware,innovating teacher work systems,exploring informatization "Internet + education",establishing a modern family education system,and "immigrant" education in minority areas.Various suggestions are put forward in order to strengthen our understanding of the many factors affecting the balanced development of urban and rural compulsory education,and to further deepen the reform of the balanced development of urban and rural compulsory education in Leshan City,in order to promote the innovation of education system,improve the efficiency of education management,and improve the education security system As well as coordinating the reform and development of the integration of urban and rural compulsory education are of great practical significance.
