With the constant development of China's public welfare organizations at the same time, the public welfare organization has been facing such problems as insufficient human resources, erosion is serious. Based on this, this study aims to study on 14 volunteers in public welfare project organization staff in-depth interviews, this paper discusses the reality of public welfare organization in mainland China in the environment is how to absorb, hatch and use of volunteers.According to "process-event analysis" approach, the object of study by the static structure to dynamic process consists of a number of events, and explained the process as an independent variable. Under the guidance of this analysis method, this article through to the organization to absorb, incubation, and the description of the key events in the course of using, to show the dynamic process of the group of volunteers, and to further explore the F organization of production strategies used in the process.Study found that F organization's choice of volunteer's production strategy is the organization's production and management of human resources strategy, it is concluded that the production cycle production strategy of resource strategy consists of acquaintances, funnel type screen-incentive strategy, resource integration and control strategy. Above the results of the study lies in the enlightenment, public welfare organization in the production of human resources in China can try and integrate enterprise resources, opens in cooperation with enterprises; Public welfare organizations in China can try to mining and integration of the organization's existing resources, and combines the existing resources and modern media, for the survival and development of public organization to explore new practice strategy.
