Currently, the national expenditure on vocational education has been continuing to grow. In 2010, China launched the project of constructing 1000 demonstration schools of reform and development in secondary vocational education, into which the central government alone has invested as much as 10 billion RMB. In the context, how to establish a sound system of fund management for secondary vocational schools becomes a focus of attention and studies.In this study,21 project school of F province completed project construction have been as the research object, studied the central financial funds, local financial funds, the industry enterprise investment funds, the school self financing of 4 sources of revenue and expenditure, researched project funds management, researched project funds management problems and their root causes.In view of this gap, this paper, therefore, bases itself on the experiences of educational funds management of developing countries and developed countries as well as our country's own experiences of special funds management, and then employs such methods as literature analysis, investigation, comparative analysis, and comprehensive evaluation etc. to approach the problem. This paper examines not only the characteristics and goals of the construction project but also its implementation, explores the common ways to establish the performance evaluation systems of indexes, and summarize the theories and practice home and abroad concerning performance appraisal of education special funds.In view of the achievements in public management, comprehensive budget management, performance evaluation and financial management, this study tries to build a set of index system and management process that will be suitable for secondary vocational schools in China. There are three major components in this system:expenditure index, project output and income index, and project process management index, which can objectively evaluate the implementation and operation of the special fund for secondary vocational schools. Also it is suggested in this paper that the project management calls for a sound legal system, a reasonable budget, an overall supervision, and an effective accountability system. It is hoped that this study will serve as a reference for the construction project of demonstration schools in F Province.
