At the time of education reforms of Chinese college being on proceeding, The college education is becoming the focusing project of the nation. Therefore, the new round on financial funds will be invested in the University. however, to be honest in practice we can see that the performance management of college special funds has always been a weakness. How to ensure the financial management of university special funds of teaching improving its efficiency and scientifically, is important to three sides. First is the improvement of the college financial management. Second is the improvement of the using efficency of the college special fund. Third is the supervising function of government on college special fund.In view of this, the paper adopted a case study to design a performance management system of special funds on college teaching. Due to the content of major construction covering the main elements of teaching project, this performance management system’s content of this paper is on the content of major construction. This performance management system contains three parts. The first part is the frame construction of the performance management procession and organization design. The second part is the design of the performance appraisal index of the college major construction special fund. The third pat is the comparison of performance evaluation methods, with final selection of analytic hierarchy process(AHP).In the past researches of special fund performance management of college, the performance appraisal index design is on the overall level of college finance, therefore, the index is extensive and hard to provide more concrete performance information. In my conformance appraisal, the index is just about major construction, with three elements(the source of teaching, the scheme of developing, the effect of education) in the first index level. The specification makes the performance appraisal more exercisable. As well as the analyze result provides more construction solving way to the questions of performance.In the fourth chapter, this paper take the case of the project of teaching reform and teaching quality of college A of university C in Chongqing. In this chapter, the case’s result is been performance evaluation by the appraisal system, in this way, the practical using process of the appraisal system has been demonstrated in, while the analyze and suggestion has been provided.
