In our country,long-term financial rights and rights of education are separated from each other,enabling managers to rebuy funds and manage light funds,and lack of supervision and evaluation on the distribution of funds and the use of funds.As a result,it is difficult to accurately estimate the effect of the use of funds.As social democratization The degree of improvement,the efficiency of the use of government financial resources are also more and more people are concerned about.Under the current social background,it is necessary to further improve the performance management mechanism of special funds for education,and gradually establish a performance management system that is conducive to reforming the management of public expenditures,improving the operational efficiency of government departments and promoting the use efficiency of government expenditures.Based on the performance management of special funds for education in Zhuzhou City,the article draws lessons from the principles and methods of performance management of public finance funds and conducts a comprehensive and systematic study on the improvement of performance management of education funds in Zhuzhou City.First of all,based on the theory of public finance expenditure performance management,this paper introduces the related theory of performance management of education special fund.Secondly,it discusses the concept and main contents of performance management of education special funds,analyzes the important role of education special funds in performance management,and elaborates the theoretical basis of performance management of education special funds.Then,starting from the status quo of performance management of education special funds in Zhuzhou City,the existing problems of performance management of education special funds in Zhuzhou City are pointed out and the corresponding reasons are found out.Then,in view of the problems existing in the process of performance management,we set up the goal of performance management,establish the principle of performance management,and optimize the performance management process.Finally,four solutions are proposed: one is to improve the organizational system;the other is to perfect the performance evaluation index system of education special fund;the third is to strengthen the whole process performance management;the other is to perfect the application and feedback mechanism of performance evaluation results.This article starts from the performance management of special funds for education in Zhuzhou City and conducts the research and exploration on the theory and practice of improving the performance management of special funds for education.It enriches the theory of public finance funds performance management in specific industries and is conducive to perfecting the special fund for education in Zhuzhou Performance management system for Zhuzhou City Board of Education and other education units to provide a reference for the performance management of special funds.
