Special funds are important for funds to support the project smoothly, it is an importantguarantee for the success of the project, has a vital role in higher education development andenhancing the comprehensive abilities. In recent years, China’s colleges and universitiesboth in the number of students, or in the teaching scale, there are larger changes, the causeof higher education colleges and universities developed healthy, stable and rapid, for thesocial transmission of tens of thousands of people, promote China’s comprehensive nationalstrength enhancement. But in the rapid development of higher education at the same time,the special funds have also been rapid growth, but in special funds in the process ofperformance management in Colleges and universities, there exist shortcomings more,efficiency in the use of the special funds for these deficiencies greatly, reduce the use ofspecial funds value, therefore the special funds performance management process, mustcontinue to strengthen management, committed to the special funds for the construction ofperformance evaluation system of scientific, reasonable, provide a more comprehensive,systematic, scientific basis for performance management of special funds for school, toschool special funds put into use for scientific guidance, improve efficiency in the use ofspecial funds, improve the comprehensive school the level of colleges and universities.This paper mainly analyzes and discusses the special funds of the performancemanagement, which can be divided into six parts. The first part is the introduction to thisthesis, mainly analysis the research background, research significance, domestic and foreignresearch present situation, research content, research methods and innovations; the secondpart is the basic concepts and theoretical foundation, mainly explains some easily confusedconcepts or is important, and introduces the special funds of performance management incolleges and universities theoretical system and contents; the third part mainly introducesthe status quo of China’s special funds of performance management in Colleges anduniversities, expounds the reason existing in the performance management of special fundsfor China’s current problems and the fourth part mainly analysis; how to establish specialfunds for the performance evaluation system, including the evaluation, evaluation content,evaluation principles, evaluation methods and the corresponding evaluation index and so on;the fifth part is the empirical analysis, the S school as an example, makes an empirical studyon the performance management of special funds, to increase the persuasive; the sixth partis the summary and outlook, namely research through the above chapters, draw theconclusion of this paper, shortcomings of summary research and put forward the prospects.
