The Research On The Educational Quality Guarantee System Of Private Colleges In Quanzhou

The Outline of National Medium and Long-term Education Reform and Development Plan(2010-2012) points out that in the future ten years higher education will focus on promoting educational quality and establishing a bunch of high-level private colleges. Quanzhou is the third experimental site of financial reform and enjoys highly active private economy which requires that the talent cultivation should be connected closely with the industrial development. However, the current talent cultivation in Quanzhou private colleges has dropped out the demands of market and industrial development. Many factors, such as the old-fashioned training mode, serious condition of enrollment, the money shortage and etc., led to the low educational quality of Quanzhou private colleges and little space for future development. Therefore, establishing a set of effective guarantee systems for educational quality is the key to promote their educational quality and make sure the sustainable development of private colleges.Based on the interview and data collection in six private colleges in Quanzhou, first,this study reorganizes the guarantee systems for educational quality both in China and foreign countries. Second, dissect the current situation of the system by literature research and interviewing from the following perspectives: internal concept guarantee, condition guarantee, process guarantee, result guarantee, fund guarantee, external governmental superxisory mechanism and the cooperation and feedback of the market. Then analyze the problems existing in the guarantee system for educational quality of Quanzhou private colleges from both internal and external aspects. The problems are mainly the ambiguity of the concept, the insufficiency of condition guarantee, the ineffectiveness of process monitoring, the shortage of fund, the unfulfillment of external support and etc.. furthermore, the causes of the problems will be analyzed. At last, on the basis of the experience both home and abroad, according to the stakeholder theory and allover quality management theory, the study attempts to raise the principle and strategies of improving the guarantee system for educational quality in Quanzhou private colleges from internal and external aspects.
