Drowning is the process of experiencing respiratory tract injury when submerged or immersed in liquid. Different from other injury accidents, the damage caused by drowning is even more serious. So far, drowning is still a major global public safety issue. in 2014, the World Health Organization for the first time published “GLOBAL REPORT ON DROWNING-- PREVENTING A LEADING KILLER.” The survey pointed out that drowning is one of the top three main causes of the death of children and young people around the world. More than 90% of the drowning accidents occurred in low- and middle-income countries and Southeast Asia(China) and other regions. But it did not draw enough attention of the government and the society.Due to the characteristics of water area, geographical climate, level of social economic and cultural development, the rate of drowning accidents have been high in primary and middle school students in rural Hunan. Compared with the city, much more rural drowning accidents happen in rural areas. This is because the more drowning safety hidden trouble, the lower level of infrastructure, and the lack of parents safety knowledge. This brings more stress and challenge for relatively poor and less developed Hunan rural areas. Research and practice at home and abroad show that drowning could be prevented and controlled. the key lies in the understanding of its causes and effective actions.We should expend the respect of the aged in one's family to that of other families and expend the love of the young ones in one's family to that of other families. Based on the truth of current drowning in Hunan rural area, with the respect for life, people-oriented height and rural primary and middle school students in safety growth perspective, with the combination of sociology, psychology, pedagogy and humanities, with the method of questionnaire survey case empirical, expert interview, mathematical statistics and other research methods, this thesis studied on the drowning accidents of Hunan rural primary and middle school students. It promotes to set relevant system to reduce drowning and save lives.Main conclusions: 1. Drowning is transient, serious, uncertain and clustering. 2. The public swimming resources of current Hunan rural area are in great need. The lack of swimming skills, students privately going for wading activities is the fundamental cause of the rural primary and secondary school students drowning. 3. The lack of drowning safety education practice and of safety awareness and emergency skills, a large number of open water, and inefficient emergency treatment, are leading to the Hunan rural primary and secondary school students drowning.
