China’s rural school education generally lags behind the city due to a variety of reasons, in recent years, although the state policy has given tilt for the rural areas, the gap between urban and rural areas will continue to exist for a long period of time. Rural sports is an important part of education, in the background of opportunities and challenges coexisting, opportunities should be seized in rural areas, resolving the current physical education problems in rural area are recognized as a breakthrough study which has great significance.The research methods in recent studies focusing on the rural sports teaching are relatively simple. The majority method is a questionnaire survey which can’t study the content deeply. In addition, the research with regard to problems in physical education in rural areas are more than the aspects of carrying forward the fine tradition of the outcome of the study and the quality of researches in rural areas can not meet the actual needs of the development of physical education. In this study uses literature method, observation method, a typical case study, questionnaire survey method and takes some rural primary schools which are located in the central of Hunan Province as the research object. The purpose of the study is trying to find perceptions about how to develop the physical classroom teaching when lacking of the physical education space, equipment sports, underfunded and physical education teachers and other special circumstances.By analyzing the concrete factors of the central part of Hunan Province about the rural elementary school physical education teachers, students, physical education goals, physical education curriculum content and so on, this study find the following conclusions:(1) School leaders’attention to the physical education is a powerful security for the normal development of the rural elementary school physical education, physical education teachers’positive actions are the key process for the normal operation of physical education in rural primary schools. (2)Rural primary school students’ adore of sports and physical education is the main driving force for the normal development,and in the sports teaching process, theoretical and culture knowledge of sports can be appropriate taught for students; (3) The education authorities’ effective management promote the development of the rural school physical education curriculum; (4) Physical education teachers within the school district and among the school districts exchange their teaching experiences, this is the effective way to improve teaching effectiveness, to achieve the outcomes of teaching and to share professional skills development for the teachers. (5)Physical education assessment system should be integrated measured from the following five aspects:the extent of teachers actively involved in teaching, the extent of student’s active participation, the situation of the students sports skills gained, the extent of students’interesting in sports and student physical fitness; (6) The problems of lacking of full-time physical education teachers, sports funding, sports facilities, etc. in rural primary schools in central part of Hunan province can not be solved within a short time, but through actively developing a variety of sports equipment by teachers and students and using of local characteristics and resources properly according to the local conditions, physical education can be effectively implemented.
