With the acceleration of urbanization, people living in remote rural areas tend to relocate to the urban areas. Besides, the development of urbanization has brought a better life for citizens in the past years. It has promoted national economic while improved citizens’ life, developed the popularization of pubic service while improved its quality, promoted the steadiness of society while narrowed the economic gap between the urban and the rural. However, the acceleration of urbanization has still caused some problems on rural education. For instance, remote rural teachers preferred to work downtown. And most of the rest teachers in remote rural areas are the older. The arrangements of education are unsuitable children while some subjects lack teachers Thus, on the NPC & CPPCC(the National People’s Congress and the Chinese Political Consultative Conference) in 2015, the State Council has written “strengthen the construction on teacher groups” into the report on the work of the government. It means that the government would pay more attention to the teacher resources in the remote rural areas. Therefore, in order to improve the educational situation in rural areas, the State Council carried out a new policy in 2001 called “removing and merging schools”. On the one hand, it gathered more teacher resources of high quality. On the other hand, it also caused some problems. For example, rural teachers’ teaching tasks were heavier than before while more excellent teachers tended to work downtown. Besides, the cost on education was increasing. Thus, the author first described the present situations about the construction of rural teacher groups in the domestic and the overseas. Then the author gave an example to illustrate the profound impact caused by the “removing and merging schools” policy. And the example was about Sujiazhuang Elementary School in Pingshan, Shijiazhuang, Hebei, which include the admission to school, training, encouragement, selection, teaching and morality about teachers, etc. Finally, the author put forward some ways to improve the management system relating to teachers in remote rural areas.
