| China’s higher education to restore the college entrance examination has more than 30 years, select and train tens of millions of people with higher education qualification, played an irreplaceable role for colleges to choose capable person. The college entrance examination is regarded as one of the most important extensive, standardized national high-stake test in China, has many problems, "Exames decide all your life" is still fairly serious. The Chinese Ministry of Education had implemented a series of reforms in Higher Education System in order to help it develop successfully. While the implementation of College Entrance Examination, it has been continuously explored for the higher education system since the last decade or so. The Autonomous enrollment of universities is an important part of the examination recruitment system in our country. In 2010, Ministry of Education selected YUNNAN University, GUANGXI University, GUIZHOU University etc more 211 project universities on top of current 76 pilot universities. More universities have joined the Independent Recruitment trial project every year, and the number has become 80 till today. Autonomous university entrance examination of the local colleges and Universities carry forward pilot reforms, and the pilot reform on provinces, professionals, colleges and Enrollment plan number increased year by year. Independent recruitment of personnel selection falls under the category of talents assessment, the practice, theories and methods of assessment of the talents helps the higher institutions select excellent and innovative talents.This paper starts out here from the principle of talents assessment, studies the historic development of China’s independent recruitment and the revelation of their experience to us with the method of documentation, the comparative study and theoretical analysis, analyses the necessity and adaptability of personnel assessment techniques apply to personnel selection in local universities. This research takes the means of case study, and aims at investigating how GUANGXI University applied this method, analyzes current problems of GUANGXI University’s independent recruitment, and some new conceives is addition to the development of the way. |
