The Preparatory Education is an effective way to meet the minority college students' need of growth and success, to maintain national unity, to promote educational equity, to facilitate the development of minority education, and to realize long-term stability of XinJiang. Now XinJiang is in transition period of new era education as well as social development in ethnic area. Formulation of the Preparatory Education Policy should combine with the development of politics, economy,culture and education in XinJiang. Therefore, the adjustment of Preparatory Education Policy in XinJiang colleges and universities will effectively guide reformation and sound development of Minority Preparatory Education.This study used questionnaires and interviews,taking the Xinjiang universities' preparatory education as the research object, do research on the effect of the implementation of preparatory education in Xinjiang Agricultural University. According to the survey there are following problems:insufficient educational appropriations in Xinjiang Preparatory Educational Policy Implementation, inadequate preparatory education funding policy, deficient teaching staff, the lack of innovation in teaching methods,less targeted curriculum reformation. Hence, this study offers some advice to complete the XinJiang Universities' Preparatory Education Policy from the following aspects:to enhance the status of minority matriculation education, to increase the preparatory education investment and funding, to scientifically evaluate the XinJiang Universities' Preparatory Education Policy,to reinforce the interaction between government and Universities, to promote the preparatory educational reformation; to arrange the mixed accomodation for minority students and Han nation students, to intensify mutual contacts and exchanges of students of all nationalities.
