The State Council announced the nationwide implementation of basic education teachers’ pay for performance system through the "Guidance of pay for performance on the implementation of compulsory school" act in early 2009. The same year, Hainan Provincial People’s Government passed "Hainan compulsory school performance pay opinions", which was co-submitted by the provincial Human Resources and Social Security, the Provincial Department of Finance and Provincial Department of Education. Hainan primary and secondary school teachers entered an era of pay for performance.As a sharp knife of deepening the reform of the wage system institutions, explore the establishment of a scientific and reasonable incentive mechanism, teacher performance pay system for the primary and secondary schools to promote the quality of education and brought new opportunities for development. It’s beneficial in the field of human resources management reform of primary and secondary education. And an important initiative and step in long-term development strategy of the national education.By means of questionnaires, group interviews and individual interviews and observation to know the teacher performance pay implementation conducted in different cities and counties in Hainan primary and secondary schools. Getting the materials by distributing structured questionnaire, interviewing the managers and the principals. Moreover, obtain first-hand information by participated in a real school. Then analysis the acquired data entirely, and make integrated induction. Find out the problems of teachers performance pay system implemented in Hainan and do further analysis. Thus put forward a recommendation for further reform. This paper is divided into four parts:The first part is introduction. It introduced the research background and the research significance, research methods used in this process, and present the literature review.The second part is the findings presented on the performance of teachers in primary and secondary schools in Hainan Province. Considering the surveys on related educational groups in Hainan primary and secondary schools to carry out the research. Including research activities, the basic situation of the sample and performance pay system implementation research.The third part present the problems are summarized and analyzed based on the survey, and then to pave the way for reform. It discusses the underlying causes of Hainan Teachers’ performance pay reform, reveal the truth behind low satisfaction of incomplete presentation of reform. The main problem in Hainan primary and secondary school teacher’s pay for performance issues revealed the teacher’s average satisfaction with the distribution plan is low, complicated evaluation system, incentive effect is not obvious were analyzed.The fourth part, based on the issues and the status, giving suggestions from government and schools at two aspects, from the local education administrative departments of the supervisory performance pay, merit pay for school leaders so as to develop programs and systems, and make recommendations to modify the rationality of the performance appraisal program. Recommend further reform of Hainan primary and secondary school teacher’s merit pay policy.
