Since the rise of Open Educational Resources Movement, It has been praised by academic circles. Especially in the 21 st century, the rapid development of education technology has brought historic change for the higher education in the world. The fragmentation of learning, mobile learning, blended learning and other learning methods are pouring now, becoming the themes of the age.2012 was an unusual year, known as the first year of MOOC. Massive Open Online Courses officially kicked off and has become the new trend and the new tendency of the development of international higher education. MOOC projects emerge at home and abroad, becoming the focus of many experts and scholars’ attention. To conform to the trend of the times, our colleges and universities have also launched many MOOC platforms. As a new mode of online learning, MOOC meets the needs of learners for diversified and personalized learning resources, but it belongs to a new thing, which is not mature enough in the design and development of curriculum. Therefore, it is necessary to focus on the design and development of Open Online Course research.This paper begins with the concept of Moodle, MOOC, the design of Open Online Course. Afterwards it combs the typical stages of Open Educational Resources Movement including their similarities and differences. Then, it uses the literature research to sum up the current situation of MOOC, chooses the typical cases of MOOCs in C hina and the United States, one of which is the United States’ Coursera and the other is xuetangX.com. Later it analyzes the characteristics of curriculum design and operation mode of curriculum. Eventually, it summarizes the functions and features of typical network teaching platform-Moodle and excavates its support for the curriculum design and development of Open Online Course.This paper carried out a research into practice on the basis of theoretical research. It concludes that the basic principles of curriculum design and the process of curriculum design, and sums up out the concrete scheme of curriculum design from the front analysis, teaching design, teaching evaluation design, platform design four aspects. Besides, taking the course "Mao Zedong Thought and the theoretical system of socialism C hinese characteristic introduction" as an example for curriculum design, teaching video production and curriculum creation. Due to the difference of curriculum nature and learners, the course content presentation will be different. In addition, in order to improve the method for making micro video, the article select another course "computer graphics" for the design and development.Finally, analyzing the implementation effect on the course "computer graphics" by using questionnaire survey. At last we should rethink the questions in the process of curriculum development and areas in need of improvement.
