Empirical Study Of Government Purchase Of Social Work Services

In this paper, taking government purchase of social work services in Kundulun District in Baotou as object of investigation and analysis, the author uses the method of questionnaire survey, along with some case interviews and literature research.This dissertation surrounds these issues as follows: current situation of government purchase project of social work services, existing problems and corresponding reasons, implementation effect of government purchase service project and the status and role of social workers in government purchase service project. The author discusses how to promote level and quality of Kundulun District government purchasing services, as well as how to improve the social workers’ participation in government purchase services.The paper is divided into six parts:The introduction part introduces the purposes and reasons for doing this research and summarizes the states of government purchase of social work services from foreign and domestic perspectives. In addition, the author introduces research methods used in this article.The first chapter starts with defining some concepts, including the government purchase services,social work services in government purchase.Then the author puts forward the theoretical basis of this study.The second chapter mainly introduces present situation and impact on the residents of Kundulun District government to purchase the social work services.The author with the practice in Baotou city social work development center as an example, illustrates the condition of social work services in government purchase from beginning to now from three aspects: why the Kundulun District government carries out social work services in government purchases, the basic process of purchasing services and the implementation situation for some time past. Then the author analyses the impact of residentsafter service project implementation by interview.The third chapter states problems and reasons of Kundulun District government to purchase the social work services.Then the author analyses,classifies and summarizes the problems appeared in the implementation process and puts forward the reasons for these problems.The fourth chapter accords to present situation and existing problems of purchasing social work services by the Kundulun District government, the author put forward suggestions from the government, social organization and social workers.The conclusion part summarizes the research in this paper, and puts forward tasks need further investigation and thinking.
