An Analysis Of Satisfaction With Old Landless Farmers Of Government Responsibility

In resent years, new urbanization has become one of the "two sessions" important issues, and is also an important part of the preparation of "Thirteen Five-Year Plan ".In the next five years, building a moderately prosperous society will face a run-off period. Now China's urban population has made new progress, central and western cities is on the rise. The development of urbanization is moving forward, however, when the land gradually engulfed by the city, the change of rural population to urban population is relatively slow and the quality is not high. There are many problems in the balance of public services and other functions. Current urbanization is people-centered. Promoting rural urbanization and reforming of the household registration system are very important. The aim is to attract more and more people into the city. By the end of 2014, the number of farmers which are 60 years old or more has reached 200 million. It shows that China has entered the aging society, pension issues of the elderly has become an urgent problem. Gradually the number of elderly landless farmers increases in the process of urbanization. Losing social security for the elder are also a lot of problems in health, education, pensions, employment, etc. need to be resolved.This paper studies elderly landless farmers' s satisfaction of government responsibility. The author conducts this study through many methods, such as literature analysis, comparative analysis, questionnaire and interview. I summarize the relevant literature which includes defining the concept of old landless farmers, security of old-age landless farmers and the performance of government responsibility. What's more, the studies of foreign literature mainly focus on compensation for land acquisition and public satisfaction with government. Author redefines elderly landless farmers and government responsibility by means of studying predecessor's achievement. I introduce the basic elderly-care policy of our country. Moreover, pension situation of Shanxi and Yuncheng city are introduced and compared in the paper. Three landless rural in Yaomeng village of Yuncheng city was conducted a survey, which includes Yangjuan, Taoshang and Haotou country. The author analyzes the survey date simply. Then we can know the situation about the life of older landless farmers and realize the detailed aspects of elderly landless farmers' s satisfaction of government responsibility. We also carry on an interview which is ver y important part in the paper. There are many problems in the aspect of government responsibility performing, such as the traditional concept of pension, government responsibility unclear, insufficient of financial subsidies etc. At last, put forward specific recommendations that include positing government responsibility properly, increasing financial support and playing the village committee' s role reasonably for each issue so that landless elderly can enjoy a happy old life.
