Study On Landless Peasant Under Harmonious Society Sight

Since the1980s, with rapid development and continuously advanced urbanization inChina, urban and rural socio-economy and social structure changed dramatically,accompanied by rapid expansion of urban construction and industrial land demand,resulting in a large number of rural land acquired and transfer of a large number of rurallabor force depending on land to town to seek development. Chinese farmers forgenerations are passionate to land, which is both the important material basis for farmersurvival and development, and main source of income. Farmers’ interests are closelyrelated to land. Though industrialization and urbanization is the only way to prosperity forhuman society, we should also see that land is the support that farmers avoid social risk,the guarantee sharing economic fruit development, and the major resource of employmentand income for farmers. If the relationship between farmer and land is not handled properly,it will not only adversely affect farmer’ economic life and social status, but also affect thestabile development of society as a whole and construction of harmonious society.Currently, China’s academia is focusing on the source and run of land acquisitioncompensation fund and landless farmer resettlement etc for the urban landless farmers.During the process of urbanization for landless farmer, we found that with thetransformation of status of farmer, the legitimate interests of landless farmer are impairedand landless farmers are facing very serious social problem. This paper studies the issue ofurban landless farmer of our country at current stage from perspective of buildingharmonious society. We shall proceed with basic social security system, such as reform ofland property rights system of protecting farmers’ legitimate rights and interests,employment and placement, pension insurance and medical insurance etc, borrow ideasfrom advanced mode and experience of foreign social security system, and adhere topeople-oriented principle to seek a reasonable solution, practically fundamentally maintainthe legitimate rights and interests of landless farmer, and fairly solve the lives and socialsecurity problem, which will play an active role in promoting building of a harmonioussocialist society. This article is divided into five chapters. The first chapter introduces study purposeand significance of the article, research content and method. The second chapter presentsland acquisition and security system at home and abroad. The third chapter is devoted tothe relationship between the current situation of landless farmer and construction ofharmonious society. The fourth chapter conducts systematic analysis for unclear landproperty rights, unclear land acquisition target, deficiency of land acquisition procedure,low and unreasonable land compensation fee and imperfect judicial assistance system ofland acquisition, through field investigation for landless farmer in Zhengzhou. On thisbasis, the outstanding problem for farmers in China is pointed out. The fifth chapterproposes suggestion for safeguarding rights of landless farmer, fairly solving living andemployment problem, and establishing a comprehensive social security system etc fromthe perspective of constructing harmonious society. Countermeasure focuses on improvingland acquisition and resettlement compensation system, and establishment of pension andmedical security system etc for landless farmer, improving the security system andrealizing social harmony by expanding vocational education and training, enhancing theiroverall quality to address employment ability.
