This thesis studies U.S.policy on illegal immigration by exploring the development of the Development,Relief, and Education for Alien Minors Act(DREAM Act)and the final failure of the 2010 DREAM Act.This Act is chosen because it is aimed at providing legal status to undocumented immigrants if certain requirements are met.To figure out the reasons for the failure of the Act will help us to understand factors that influence U.S.policy on illegal immigration. To achieve this,it is necessary to follow up the development of the DREAM Act.In addition, partisan divide, public opinion and social background are analyzed in details. There exist differences in ideology between the Republican party and the Democratic party. The former pursues conservatism while the latter liberalism. The Republican party holds tough attitude towards undocumented immigrants while the Democratic party holds positive one.For the U.S.public,they don’t pay enough attention to the issue of illegal immigration and not many agree to grant legal status to these undocumented immigrants.Concerns about the impact of undocumented immigrants on social equity, financial budget and national security also influence U.S.policy on illegal immigration.
