| Hong Kong had always been an issue of Sino-British relations before the return of Hong Kong.After the return of Hong Kong,the United States has been using various excuses to intervene in Hong Kong and China’s internal affairs.From the 1992 “United States-Hong Kong Policy Act” to the “Hong Kong Human Rights and Democracy Act of 2019,” these are all direct evidences of the US intervention in Hong Kong affairs through legislative means.During Obama’s administration in 2014,the “Occupy Central” incident occurred in Hong Kong and the “Extradition Turmoil” movement broke out during President Trump’s presidency in 2019.There is no escape from the direct or indirect role of the US government behind it.The intervention of the US government in Hong Kong affairs from the president to officials at all levels to the consulate-general in Hong Kong has gradually openly and directly.The Hong Kong question has also become a very important focus in Sino-US relations,and the US government has increasingly proficient in using Hong Kong as a political bargaining chip to exert pressure on China.Therefore,it is necessary to compare and study the US government’s policies towards Hong Kong in different periods.It can not only judge the trend of US relations with Hong Kong and the Mainland,but also help to ensure the security and stability of Hong Kong society and to counter US interference in Hong Kong affairs in a timely manner.This article mainly compares and comprehensively analyzes the Hong Kong policy of the Obama administration and the Trump administration.And discusses the impact on Hong Kong and the future direction of the US policy towards Hong Kong.There are four chapters in the main body of this article.The first chapter mainly introduces the content and evolution process of the Obama administration and the Trump administration’s policies towards Hong Kong.It analyzes China’s policies from the perspectives of the Obama administration’s “Asia-Pacific rebalancing” strategy and the Trump administration’s “IndoPacific strategy”.And the Hong Kong policy as the background of this article.The main content includes the two-term government’s China policy under the Asia-Pacific strategy and the evolution of the Hong Kong policy in the China policy,and analyzes the two-term government’s specific Hong Kong economic and trade policies and Hong Kong-related political and democratic affairs policies.The second chapter is the key chapter of this article.It mainly analyzes the similarities between the Obama administration and the Trump administration’s policies on Hong Kong from the perspectives of economic and trade and political affairs,as well as support for the Hong Kong opposition.We study the differences between the two governments’ policies on Hong Kong in terms of the focus of the Hong Kong policy,the ways and levels of participation in Hong Kong affairs,and the intensity of sanctions against Hong Kong.From the perspective of the differences in the performance of the Congress during the two presidents’ tenure,the differences in the administrative authorities,and the differences in the activities of nongovernmental organizations in Hong Kong,we will specifically explore Hong Kong-related hearings,Hong Kong-related reports,Hong Kong-related bills,and the strategic positioning of Hong Kong.Different,support for the opposition,and non-governmental organizations are the differences in the policies of the two governments in Hong Kong from six perspectives.The third chapter mainly analyzes the influence of the Obama administration and the Trump administration’s intervention in Hong Kong affairs.From the perspective of Hong Kong society and Sino-US relations,discuss how the intervention of the two governments in Hong Kong questions affects the business environment and political development of Hong Kong society,and undermines the future development prospects of China and the United States,as well as the practice and beauty of “one country,two systems” in Hong Kongand Hong Kong relations.The fourth chapter looks forward to the future direction of the US policy towards Hong Kong,taking the US Hong Kong policy since President Biden took office as a starting point to judge the future direction and trend of the US policy towards Hong Kong.It also analyzed China’s current measures to counter US-related issues related to Hong Kong from legislative,diplomatic,and Hong Kong SAR government,and provided more policy recommendations for the central government to counter US intervention in Hong Kong affairs. |
