A Study On The Problem Of NIMBY Conflicts From The Perspective Of Governance

With the progress of urbanization level of social civilization progresses, people enjoy urban public facilities, but also makes the problem of public infrastructure is more prominent, namely the current environment of public facilities can not meet the growing needs of the people. In order to alleviate this contradiction and fully show the effectiveness of the government, local governments choose to build a large number of public facilities, many of which have a certain negative externalities of public facilities, known as the adjacent facilities, such as: garbage incineration station,substation, and so on. These facilities provide for the production of urban life convenient, but the facility itself or with a certain degree of pollution, risk, or bring discomfort, which was opposed by the surrounding residents in the construction, with reluctant adjacent periphery even the people unite, using more radical way to resist the construction of facilities, triggering NIMBY conflict. In recent years, under the impetus of the economy, the awareness of the rights of the people has been constantly awakening, opposing the construction of neighborhood facilities, and the frequent problems of neighborhood conflict are the public problems faced by local governments.This thesis, based upon relevant research at home and abroad, selected the case study method and took “Building M substation in urban areas in P City” as the object of the case study. After the detailed analysis of the case, the thesis summarized the reasons why nimby conflicts occur. They are the negative externality of the neighborhood facilities, the departure of the public location of the government, the accelerated dissemination of negative information, the inadequacy of the government risk warning mechanism, the lack of public participation, and the enhancement of citizens' rights awareness. etc. This thesis, on the basis of three stages in NIMBY conflicts, its latency, the outbreak period and relaxation period, adopts the public crisis management theory as the research foundation. Moreover, the thesis including theforces of the government, the public and the third party, proposes the following measures to solve the nimby conflicts: The thesis puts forward nine management measures and ways to strengthen the effective management of the latent phase of conflict, pay attention to the process of the process of conflict eruption,and strengthen the harmonious environment construction in the stage of conflict mitigation.
