At present,China is in a critical period of accelerating the construction of the new type of industrialization and urbanization.At the same time,a number of environmental safety sensitive facilities that often been called NIMBY facilities are constantly being built.NIMBY facilities led by government departments,such as waste incineration plants,power stations and substations are public and non-profit.Due to the significant negative externalities and unbalanced cost-benefit characteristics of NIMBY facilities,which planned or under construction are almost questioned or even resisted by the public.NIMBY conflicts occur and affect social harmony.For nearly twenty years,disputes caused by NIMBY facilities have become one of the specific types of mass incidents in some places.How to effectively manage the NIMBY conflicts is an inevitable issue in the practice of economic and social development,which is of great significance to the long-term harmony and stability of the society.In the process of practice and exploration of NIMBY conflict governance,it is found that the single-subject governance model and the multi-subject collaborative governance model of the government cannot effectively solve the dilemma of NIMBY facilities "making trouble as soon as they are built and making trouble as soon as they are stopped",nor can it alleviate the prominent contradiction between the supply of public services for environmental safety and the people’s demand for environmental safety.Cooperative governance model is an emerging NIMBY conflict governance paradigm,which takes cooperation as the value orientation and provides a new strategic choice for resolving conflicts and disputes between relevant stakeholders.Compared with the previous governance model,the cooperative governance model focuses on guaranteeing the rights of stakeholders to participate on an equal footing,making the results of dialogue and consultation play a substantial role,and taking win-win cooperation as the ultimate goal.Therefore,the cooperative governance model is more suitable for resolving the NIMBY conflicts where the interests of environmental security are concentrated.Although the cooperative governance model is applicable to the governance of NIMBY conflict,as a new model,its construction conditions and implementation mechanism deserve further study.Under the guidance of cooperative governance theory,this paper deeply analyzes the construction conditions of the cooperative governance model of NIMBY conflicts.On the one hand,the independence of the subject of cooperative action is essential,and there should be equal civil legal relationship between the subjects.On the other hand,full communication,mutual trust and compliance with the law and moral norms are also particularly important in the cooperative actions of various actors.Based on the analysis of the importance of the construction conditions and the specific contents of the model,the paper guarantees the operation of the NIMBY conflict cooperative governance model from four aspects:(1)clear the right and responsibility of the main body,(2)enhance communication in the cooperation process,(3)strengthen trust in cooperative governance,(4)improve the mechanism of rule of law,rule of virtue,and self-government.Diversified interest subjects can move from opposition to cooperation,and form a powerful force to govern NIMBY conflicts,so as to jointly face and resolve increasingly complex environmental security risks.
